In addition to taking care of tactics in battle, the insurgents leader has an array of other abilities...
Active
Suicide Bomber - each day you may contact a player each day though Ares of Kobol and ask them to voluntarily become a suicide bomber. The next day, they may target someone for death. Be aware that there may be some unfortunate collateral damage.
Hide Weapons - each day you may choose two players to hide armaments with. If these are undiscovered when a battle starts, they will grant resistance fighters a bonus.
Inspirational Leader - starting on the first day that you are in power, and for every other day after that, you may inspire someone to take an action they normally would not be able to. This will grant them a randomly decided, one use ability.
Passive
Communications Attempt - for each day that you remain in power, you have an increasing chance of contacting the Phallactica.
Determined - you will stand a greater chance of resisting interrogation.
